Narendra Modi Govt Plans to Widen EPF More for Construction Workers

The Narendra Modi government made an announcement about the employee’s liability for the Employees Provident Fund (EPF) to 10 percent in the construction sector from 12 percent of basic pay from now. It estimated that around three crore people are working in construction and building industry. But out of them only 15 lakh have EPF cover at present.

It is made mandatory for the units who are employing 20 workers or more have to provide EPF benefits to them. But the labour ministry said that by reducing the employee’s contribution it could do something more building or construction units to extend perfect EPF benefit to their workers.

The construction industry has mentioned that they are mainly paying one percent of the construction cost to the government as the labour tax. According to the reports, employees paying 12% of their basic pay as EPF, 8.33% as employee’s pension scheme and about 3.67% EPF itself. In addition to these, employers also pay about 0.5% as EDLI, 0.065% towards EPF administrative charges and 0.01% as the handling fee.

Upon all these, employees are paying around 13.61 percent from their basic pay. Now the government introduced the new system by cutting the contribution of EPF/EPS from 12 % to 10 %. “The labour ministry found the concern of builders and developers as genuine and was considering whether builders’ contribution towards EPFO could reduce to 10%, an official source said.

Brick, Jute, Beedi, guar gram and coir factories are now responsible for lower 10% EPF contribution to their employees. Under the special package for textile and garment factories unveiled in the last year of June, the government announced to bear 12% EPF for the first three years for new employees.

Employees Provident Fund is a retirement planning tool which used for financial matters like education, child’s marriage and buying the home before retirement.

Good News for the Government Employees! Department of Personnel and Training (DoPT) is now instructed all the departments and cited them in ensuring the timely promotions for the employees. This was finalized by conducting the meetings of DPC (Departmental Promotion Committee) in time.

All the central government departments have been asked to organize the meetings of Departmental Promotion Committee (DPC). This motto of the meeting is to verify the details over “abnormal delay” in providing the career benefits for the government employees. After noticing the cases of delay, they have come up for holding the meetings of DPC and decides about the employee’s promotions. The propaganda calendar is also issued during these meetings by the DoPT (Department of Personnel and Training).

Things regarding the delay of the many promotion posts were brought up to the notice of Government. The reason behind lying vacant is due to abnormal delay in convening DPCs.

The DoPT said so that, “The objective of timely promotions of employees in various ministries and departments can be achieved only by holding DPC meetings.”

They added, “given above, all ministerial departments are again advised to ensure strict compliance of instructions in order achieve the desired objectives of the timely convening of DPCs or preparation of approved select panels within the prescribed time frame,” However, there are about 50.68 lakh central government employees in India.

The Union Cabinet on Thursday had approved hike of 2% DA ( Dearness Allowance) for the Central Government Employees and the Pensioners at a meeting. The announced hike will be effective from the month of July 2016.

This windfall decision by the Cabinet just ahead of Diwali festive will benefit 50 lakh Central Government employees and pensioners of 58 lakhs across the whole country.

PTI Officially quoted on this matter saying that, “The proposal to provide 2% dearness allowance and dearness relief to Central Government employees and pensioners respectively, is listed on agenda of the Union Cabinet meeting scheduled for tomorrow,”

The DA (Dearness Allowance) hike is lower than that of demanded by the Trade Unions.

“The 12-month average of Consumer Price Index for Industrial Workers from 1 July 2015 to 30 June 2016, works out to be 2.92%. Therefore the unions had pressed for 3% DA. We are not satisfied with this,” K K N Kutty, President of Confederation of Central Government Employees, reported PTI on Wednesday said

The Government will increase DA basing on the 12-month average of Retail Inflation Rate and will not depend on or consider the price rise rate over a decimal point on deciding the Rate of DA.

The Seventh Pay Commission bonanza already had resulted in huge arrears disbursement for the government employees with the on-going festive season.

This data bank may be sourced by the government periodically to engage citizen experts in various domains for contractual services in different positions across ministries, departments, organizations, institutions, and specialized entities,” the website said

“MyGov will scrutinize the resumes, and shortlisted resumes will contact for further discussion/interview. The compensation package will be discussed during direct interactions,” it added.

Sachin Bansal Confesses that he was Replaced due to Performance Metrics

Sachin Bansal, the chief operating officer and co-founder of Flipkart, has revealed that the company follows the same performance metrics for all the employees, irrespective of the position. He said that even he was not spared for his performance issue because of which he was replaced by Binny Bansal, the co-founder.

He made this announcement at a town-hall meeting at the company’s headquarters in Bengaluru on Friday.

The company laid off about 300 employees because of poor performance last month, which raised many questions among the employees. Bansal disclosure came as to alert the employees about the company’s evaluation process.
