The government of India had made a significant change in the Passport rules yesterday. It had announced that the mandatory requirement of Date of Birth Certificate(DOB) as Passport proof was eliminated and now they included Aadhar card and e-Aadhar DOB as evidence of passport.

Under the new Passport rules, the Government also mentioned that Sadhus and Sanyasis will now allow mentioning names of their spiritual gurus instead of biological parents. The new rules were announced by the Minister of State for External Affairs VK Singh, also provides a facility for government servants, who are not able to get “no Objection Certificate” from their respective ministries/departments.

To simply and free-up the process, the ministry has taken some steps in the dominion of passport policy which is expected to help the citizens of India applying for a passport, said Singh.

Generally while filling the application, DOB Proof is asking, and now it has been decided that all applicants of passports can submit any one of the documents like transfer/school leaving/matriculation certificate, PAN Card, Aadhar Card/E-Aadhar having the DOB of the applicant, Driving license and Election Photo Identity Card.

According to the existing legislative provisions of the Passport rules, 1980, all the applicants born on or after January 26, 1989, had to submit the DOB certificate as a proof of passport. Considering the Sadhus/Sanyasis request that they should be allowed to write the names of their gurus instead of their natural parents, Singh said that they have to give at least one public document such as EPIC, PAN card, Aadhar Card, etc. wherein the name of the guru has been registered.

Coming to the Government employees, if any representative is facing trouble to get the ID certificate/No Objection certificate from their manager and propose to get the passport on an urgent basis, now they can get the passport by submitting a self-declaration that he/she was applying for an ordinary passport.

Under the new rules, a total number of annexes prescribed in the Passport rue, 1980, has been got down to 9 from the current 15 and all the extensions that are required to be given by the applicants would be self-declaration on plain paper.

Singh also said the ministry was probing an experimental project under which the head post offices could be used to provide passport services.Singh also mentioned that currently there were 89 passport Seva centers apart from 38 passport offices and seven passport offices in the country.

The Lok Sabha, Minister of State of External Affairs, VK Singh said that the government was in the process of procuring e-passport machines. The e-passports are likely to secure the data and to check the fake passports. He also announced that digital passports that can even carry in mobile will be introduced in the next phase.

Singh said that facilities for e-passports installed, and expected that the fresh passports would issue from next year in which chips are embedded in it. He also mentioned that once the police verification is delayed due to the sorting of electronic passing information, the time of issuing the passports could be minimized.

An e-passport contains the electronic chip which holds the same information that is printed on passport’s data page. The Government is going to issue e-passports to the citizens and also given the authority for manufacturing electronic contactless e-passports to India Security Press (ISP) Nasik.

The Minister VK Singh had visited Saudi to help the people who are struck there and also said that the Saudi government is cooperating in getting the claims from Saudi employers. He also advised those who are still going to Saudi for employment to be cautious and have to make an enquiry about the channels through they are going.

Singh said that “he said manufacture of e-passport would commence on the successful completion of the tendering and procurement process by ISP, Nasik.

To a separate question, Singh said the MEA had received a proposal from the Ministry of Women and Child Development for waiver of No Objection Certificate (NOC) required from a father in case a child travels to India on tourist visa”.

Gen Dalbir Singh Suhag alleges General V K Singh of victimisation: files affidavit

Army Chief Gen Dalbir Singh Suhag filed an affidavit in the Supreme Court alleging former chief VK Singh and Minister of State for External Affairs trying to block his promotion.

The affidavit against VK Singh stated “I was sought to be victimised by the then COAS” General V K Singh “with the sole purpose of denying me promotion to the appointment of Army Commander”.

“False, baseless and imaginary allegations of lapses were levelled against me in the show cause notice” of May 19, 2012, and the consequent imposition of an “illegal” discipline and vigilance (DV) ban.

According to defence source, the affidavit is filed against the Minister for trying to scuttle his promotion with “malafide intent and to arbitrarily punish him”, adding that he was being “victimised for extraneous reasons.”

Singh had slapped a ban on Suhag in 2012 for allegedly falling in Assam’s Jorhat in 2011.The ban period was between April and May 2012.

Dalbir Singh who was then General Officer Commanding of the Dimapur based 3 Corps said about Assam’s Jorhat operation  “on that day, I was away on the part of annual leave and rejoined duty on 26 Dec 2011”.

The affidavit came in response to the petition moved by Lt Gen (Retd) Ravi Dastane who alleged “favouritism” during Army commander selection. Dastane claimed that Suhag was at advantaged by the General Bikram Singh who had reversed the DV ban after V K Singh had retired on May 31, 2012.
